The Caribbean Export Development Agency (Caribbean Export) is implementing the “Trade and Private Sector Component” of the Haiti-Dominican Republic Binational Cooperation Program, under the 11th European Development Fund (EDF) of the European Union. The Haiti-Dominican Republic Value Chain Project is a component of this programme and focuses on improving the quality of goods produced in both countries and the competitiveness of enterprises, with special attention to the Cocoa/Chocolate; Essential Oils/Cosmetics; and Handicraft/Fashion/Accessories/Jewellery value chain. Caribbean Export believes in a stronger, united region that works together in order to achieve its mutual goal of development. In order to achieve this, the Agency has facilitated and taken part in several bi-national programmes designed to foster relationships between the CARICOM states and both the Dominican Republic and Haiti. The main goal of these agreements, apart from the creation of a more integrated region, is to promote the development of Haiti and the Dominican Republic while taking into consideration the requirements for sustainable development and the need for poverty reduction strategies.
The programme aims to achieve this ultimate goal by satisfying specific objectives:
– To nurture the development of economic and commercial cooperation between the nations through the use of agreements that benefit both parties;
– To support initiatives which focus on the local development and sustainable resources of both countries;
– To strengthen the capacities of invested public institutions and private sector entities in their efforts to create a favourable environment for trade and commerce between the two nations.

By adhering to these objectives, the programme hopes to strengthen and build on a relationship that has already been established by Caribbean Export’s Barbados and sub-regional offices.
CARICOM – FCORs and OCTs
Trade missions are also a critical component of helping CARIFORUM firms understand and engage the markets in the FCORs and the OCTs.
Caribbean Export aims to create a healthy business environment for regional private sector development. In order to achieve this, it is necessary to strengthen the trade and investment relations between CARIFORUM, FCORs (French Caribbean Outermost Regions) and the OCTs (Overseas Countries and Territories of the European Community). Therefore, we have, in association with the FCOR nations, created a joint CARIFORM- FCORs/OCTs Task Force to help create a map for how this can be achieved.
Trade missions are also a critical component of helping CARIFORUM firms understand and engage the markets in the FCORs and the OCTs.
The joint Task Force is focused on addressing the policy, legal and regulatory issues that impact on trade between the regions and enhancing the trade and investment based on the engagement of the private sector.
Task Force meetings are held bi-annually and trade missions on a need basis. The next meeting is scheduled for the second quarter of 2014.
