The Caribbean Export Development Agency has received financing from the Inter-American Development Bank (IDB), towards the cost of the Caribbean Green Energy Adoption and Energy Efficiency Toolkit for MSMEs; and the Promotion of a Just Energy Transition and intends to apply part of the proceeds for consulting services.

The consulting services (« the Services ») include the design, development, testing, and deployment of the Caribbean Green Energy Audit Application, a centralized, web-based ecosystem for MSMEs over a five-month implementation period. The Services encompass the preparation of detailed functional and technical specifications; design and development of the application with enhanced data visualization tools and a cross-platform compatible architecture; an interactive self-audit tool integrated with an automated, data-driven recommendation engine and a dedicated training portal linking directly to professional courses; cross-platform compatibility testing; preparation of technical documentation and user guides; and delivery of a staff training session for Caribbean Export Development Agency and Business Support Organisation (BSO) partner staff on platform administration.

The consulting firm will further provide post-deployment technical support for a minimum period of three months following the official launch. The deliverables include a fully deployed and tested application, complete technical and user documentation, and a final project completion report.

The Caribbean Export Development Agency now invites eligible consulting firms to indicate their interest in providing the Services. Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Consulting firms will be selected in accordance with the procedures set out in the Inter-American Development Bank:  Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies. Specifically, this selection will be made in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method.

Consulting firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.

Although there is no prescribed format for submitting an Expression of Interest, eligible consulting firms are required to provide sufficient information to demonstrate their suitability for the assignment. The EOI should include the firm’s official name, key contact person, email address, telephone number, and office address; a brief background of the firm, including relevant information on its history, mission, organizational structure, staffing capacity, and supporting brochures or corporate documents where available. Firms may include evidence such as descriptions of similar assignments, reports, studies, references, case examples, experience in comparable operating conditions, and confirmation of the availability of suitably qualified personnel to undertake the required consulting services.

The Start-up Clinic is designed for digital service providers interested in developing partnerships with corporates and international partners under the EU-LAC Digital Accelerator. EOI: Call for Local Content Creators (CARIFORUM Region)

1.  ABOUT CARIBBEAN EXPORT 

The Caribbean Export Development Agency (Caribbean Export) is the premier trade and investment promotion agency of the CARIFORUM region. Mandated to drive sustainable economic growth across its 15 Member States, the Agency designs and implements a wide range of programmes, activities, and events — including trade missions, business clinics, capacity-building workshops, sector-specific forums, export readiness seminars, and investment facilitation events. 

These activities take place across the CARIFORUM region, spanning both the English- and Dutch-speaking Caribbean. Capturing the energy, impact, and stories generated during these engagements is central to Caribbean Export’s communications strategy and its mandate to demonstrate visible, on-the-ground results for the private sector. 

2.  PURPOSE OF THIS EXPRESSION OF INTEREST 

Caribbean Export is building a regional roster of skilled local content creators who can provide professional photo and video support during Agency activities and events across the CARIFORUM Member States. 

Rather than relying solely on travelling staff to capture content, the Agency wishes to engage local talent with knowledge of their country’s culture, context, and environment. Content creators selected for the roster will be contacted on an as-needed basis whenever the Agency schedules activities in their respective country or territory. 

This EOI is not a guarantee of engagement. Being included on the roster means the Agency will reach out to you when relevant activities are planned in your location. Engagements will be confirmed individually, with agreed deliverables, timelines, and fees communicated at the time of each assignment. 

3.  SCOPE OF WORK 

3.1  Overview 

Successful applicants will work directly with the Caribbean Export Communications team to capture compelling, high-quality content during events and activities. This content will be used across the Agency’s official social media channels, website, newsletters, and related digital platforms. 

3.2  Content Types 

A.  Micro-Video Production 

Micro-videos are short-form video content optimised for social media consumption. Content creators will be expected to shoot, and where required, perform basic editing of short videos that capture the atmosphere, key moments, and human stories from Caribbean Export events. 

Micro-video deliverables will typically include: 

  • Event highlight reels (60–90 seconds) suitable for Instagram Reels, Facebook, LinkedIn, and YouTube Shorts 
  • Behind-the-scenes clips showcasing event preparation, participant interactions, and on-the-ground atmosphere (15–30 seconds) 
  • Participant or stakeholder testimonials — brief, authentic, unscripted interviews (30–60 seconds) capturing perspectives, outcomes, and reactions 
  • Real-time story content for Instagram/Facebook Stories (vertical format, 9:16 aspect ratio) 
  • « Day in the life » activity recaps suitable for LinkedIn and Facebook 

Technical requirements for video content: 

  • Minimum resolution: 1080p (Full HD); 4K preferred where equipment allows 
  • Formats: MP4 (H.264 or H.265 codec) 
  • Horizontal (16:9) and vertical (9:16) orientations as required 
  • Stable footage — use of a gimbal or stabiliser is encouraged 
  • Good ambient audio capture; external microphone preferred for interviews 
  • Longer edits (highlight reels) to be delivered within 48–72 hours of the event 

B.  Event Photography 

Photography should be dynamic, authentic, and communications-ready — capturing the human dimension of each event: engagement, collaboration, and impact. Images must be of sufficient quality for both digital and print use. 

Photography deliverables will typically include: 

  • Wide, medium, and close-up shots covering all key event sessions, panels, and presentations 
  • Candid shots of participant engagement, networking, and interaction 
  • Speaker and panellist portraits (environmental and posed) 
  • Group photographs of delegations, participants, and organising teams 
  • Detail shots of branding, materials, and event signage 
  • Venue and contextual shots establishing a sense of place and locality 

Technical requirements for photography: 

  • Minimum: DSLR or mirrorless camera with interchangeable lens capability 
  • Minimum image resolution: 20 megapixels 
  • Deliverables: high-resolution JPEGs (minimum 300dpi), lightly colour-corrected 
  • A curated, edited gallery of the best images delivered within 24–48 hours of the event 
  • Full unedited RAW files to be retained and available upon request 
  • Images must not be watermarked 

3.3  Collaboration with the Communications Team 

Content creators will work closely with Caribbean Export’s Communications team throughout each assignment. This collaboration will include: 

  • Pre-event briefing on key messages, priority sessions, and social media objectives for the specific event 
  • Real-time guidance during the event on priority shots and emerging content opportunities 
  • Submission of content via agreed platforms or channels (e.g. shared cloud folder, WeTransfer) 
  • Captioning and basic metadata support — providing names, context, and event details to accompany images and videos 
  • Willingness to share selected raw or lightly edited content for same-day story posting, where applicable 
  • Participation in a brief post-event debrief to review content and note improvements for future engagements

5.  ELIGIBILITY & REQUIRED QUALIFICATIONS 

Applications are open to individual freelance content creators, small creative studios, and sole traders based in any of the 15 CARIFORUM Member States. Applicants must demonstrate the following: 

5.1  Essential Requirements 

  • Based in one or more CARIFORUM Member State(s) and able to be physically present at events within that country or territory  
  • Demonstrable professional experience in event photography and/or video production for social media and digital platforms  
  • A strong portfolio showcasing relevant work, particularly event coverage, documentary, commercial, or short-form digital content  
  • Strong understanding of major social media platforms (Instagram, Facebook, LinkedIn, YouTube), including current trends, platform best practices, and audience engagement strategies  
  • Demonstrated ability to conceptualise, shoot, and edit high-quality short-form video content for social media platforms, including reels, highlight clips, testimonials, and story content  
  • Proficiency in video editing tools such as Adobe Premiere Pro, CapCut, Final Cut Pro, or equivalent mobile and desktop editing software  
  • Excellent written, verbal, and interpersonal communication skills, with strong attention to detail, creativity, and professionalism  
  • Ability to work effectively in fast-paced event environments while managing multiple priorities and delivering high-quality content under tight timelines  
  • Ability to deliver content within agreed deadlines, including same-day turnaround for story content where required  
  • Access to professional-grade camera equipment suitable for both photography and video production  
  • Reliable internet access for timely content transfer and communication 

5.2  Desirable (Not Required) 

  • Existing familiarity with trade, investment, development, or private sector subject matter 
  • Bilingual capability (English/Spanish, English/French, English/Dutch) — particularly valuable for Dominican Republic and Haiti-based creators 
  • Drone operation certification and equipment (a significant advantage for establishing shots and venue imagery) 
  • Experience working with regional or international development organisations 

6.  TERMS OF ENGAGEMENT 

The following terms will apply to content creators included on the Caribbean Export roster: 

  • Inclusion on the roster does not constitute a contract, guarantee of work, or employment relationship with Caribbean Export. 
  • Creators will be contacted on an assignment-by-assignment basis, with reasonable advance notice wherever possible. 
  • Specific deliverables, timelines, fees, and any applicable expenses will be agreed in writing prior to each engagement. 
  • All content produced during assignments will remain the property of Caribbean Export, with the Agency holding full rights to use, adapt, and disseminate content across its communications platforms without restriction. 
  • Credit to the content creator may be given where appropriate and agreed in advance, but is not guaranteed. 
  • Creators must not publish or share event content on their personal channels prior to Caribbean Export’s initial publication, unless explicitly authorised to do so. 
  • Creators are expected to maintain professional conduct and confidentiality in line with Caribbean Export’s policies. 
  • Fees and payment terms will be negotiated per assignment and will reflect the scope of work, deliverables, and local market rates. 
  • Caribbean Export reserves the right to remove any individual from the roster at its discretion.

Consultancy: Project Refinery – Proposal Development Mentorship Programme

The Caribbean Export Development Agency (Caribbean Export), under the Regional Private Sector Development Programme III (RPSDP III), is mandated to enhance the competitiveness of Caribbean firms and strengthen private sector development across the CARIFORUM region. A key component of this mandate is investment promotion and facilitation through structured platforms that connect regional enterprises with international capital.

The Caribbean Investment Forum (CIF), launched in 2022, serves as the region’s flagship investment marketplace. Since its inception, four (4) editions of the CIF have been convened, progressively strengthening the region’s visibility, investor networks, and project screening mechanisms. Over successive cycles, CIF has evolved into a structured investment facilitation platform incorporating defined selection criteria and staged project review processes.

The CIF Call for Projects follows a two-step process: an initial Expression of Interest (EOI) stage, followed by an invitation to submit a full proposal for shortlisted applicants. During the CIF 2025 cycle, approximately one hundred and thirty (130) EOIs were submitted from across CARIFORUM Member States. Following technical review, twenty-four (24) submissions were identified as high-potential concepts aligned with CIF priority sectors and retained within the broader investment pipeline.

While these projects demonstrated innovation and commercial promise, they were not advanced to the full proposal stage due to gaps in investment readiness. Areas requiring strengthening included financial modelling, articulation of funding requirements and deal structure, risk analysis, integration of Environmental, Social, and Governance (ESG) standards, and overall proposal clarity.

This highlights a structural challenge within the regional investment ecosystem: promising concepts often require targeted technical support to bridge the gap between early-stage development and investor-ready presentation.

In response, Caribbean Export has designed the Project Refinery: Proposal Development Mentorship Programme as an upstream intervention to strengthen proposal development capacity and enhance the quality of projects entering future CIF cycles. From the twenty-four (24) pipeline projects identified, the strongest five (5) firms will be competitively selected based on investment potential, sector alignment, demonstrated growth prospects, readiness to engage in structured technical support, and balanced representation across CIF priority sectors.

The Programme will support firms operating in or aligned with CIF priority sectors, namely:

  • Sustainable Agriculture
  • Green Economy Transition
  • Digital Transformation
  • Logistics and Transport

By reinforcing investment readiness across these sectors, the Project Refinery Programme contributes directly to RPSDP III objectives related to SME competitiveness, sustainable growth, and regional economic transformation.

Purpose and Specific Objectives

The consultancy is expected to deliver at least five (5) investment-ready projects including structured proposals, financial models, and investor pitch decks, supported by a documented mentorship framework that can be replicated in future CIF cycles.

The Consultant is expected to:

  1. Design and deliver a structured six (6) month online mentorship programme aimed at strengthening the investment readiness of at least five (5) selected firms drawn from the CIF 2025 project pipeline;
  2. Conduct diagnostic assessments to identify technical, financial and structural gaps in each firm’s project documentation and investment positioning;

In-House Consultant: Junior Technical Officer – EU-LAC Digital Accelerator

SUMMARY 

The Technical Officer – EU-LAC Digital Accelerator is responsible for supporting the implementation of the EU-LAC Digital Accelerator programme, with a dedicated focus on two core functions: engaging corporate partners to design and post innovation challenges on the platform, and identifying, cultivating, and supporting Caribbean startups to participate as solvers. The role is an eleven-month in-house consultancy based at Caribbean Export’s Subregional Office in Santo Domingo, Dominican Republic, and reports directly to the Deputy Executive Director who serves as the EU-LAC Digital Accelerator’s Programme Manager for Caribbean Export. 

The EU-LAC Digital Accelerator is a flagship innovation programme funded by the European Union, designed to foster partnerships between established corporations and high-potential startups across Latin America and the Caribbean. Through a challenge-based open innovation model, corporations post specific operational, sustainability, or digital transformation challenges, and startups from across the region compete to propose and implement solutions. Caribbean Export plays a key role in driving Caribbean participation in the programme, with responsibility for mobilising corporate challenge issuers and building a robust pipeline of Caribbean startup solvers. 

Working under the direct supervision of the Deputy Executive Director, the Technical Officer manages the day-to-day liaison with corporate partners and startups, coordinates outreach and engagement activities, supports challenge design and posting, guides startups through the application process, and facilitates the matching of startups with relevant corporate challenges. The Officer works in close collaboration with other team members of the implementation unit and the Deputy Executive Director, contributing to Caribbean Export’s broader objective of strengthening the Caribbean innovation ecosystem through corporate-startup collaboration. 

RESPONSIBILITIES/DELIVERABLES: 

Corporate Engagement and Challenge Development 

  • Identify, engage, and manage relationships with Caribbean corporations interested in participating in the EU-LAC Digital Accelerator as challenge issuers, building an active and diversified pipeline of corporate partners across priority sectors. 
  • Liaise with corporate partners to understand their innovation needs and support the design, structuring, and posting of innovation challenges on the EU-LAC Digital Accelerator platform, ensuring challenges are clearly articulated, sector-relevant, and attractive to startup solvers. 
  • Coordinate meetings, briefings, and consultations with corporate partners throughout the challenge lifecycle – from initial engagement and challenge design through to startup selection and partnership advancement – ensuring a high-quality experience for participating corporations. 
  • Track corporate partner engagement and challenge development status, maintaining accurate and up-to-date records of pipeline activity, communications, and outcomes. 
  • Promote the EU-LAC Digital Accelerator among target corporate sectors, identifying strategic opportunities to expand corporate participation and diversify the range of challenges posted on the platform. 

Startup Identification and Cultivation 

  • Map and identify high-potential startups across the Caribbean region capable of addressing posted corporate challenges, drawing on incubators, accelerators, entrepreneur networks, and startup ecosystem databases. 
  • Build and maintain strong relationships with Caribbean startup ecosystem actors – including incubators, accelerators, and entrepreneur networks – to develop and sustain a robust and diverse pipeline of startup solvers for active and upcoming corporate challenges. 
  • Support and guide startups in understanding challenge requirements and developing competitive, well-structured proposals in response to posted corporate challenges, providing feedback and coaching throughout the application process. 
  • Facilitate the matching and pairing of startups with relevant corporate challenges, assessing startup capability, solution fit, and readiness ahead of challenge applications. 
  • Provide light-touch technical guidance and mentorship to participating startups throughout the challenge process, supporting the advancement of startup-corporate partnerships from ideation to implementation. 

Programme Implementation and Coordination 

  • Support the day-to-day operational delivery of Caribbean Export’s responsibilities under the EU-LAC Digital Accelerator, assisting the Deputy Executive Director in tracking progress against programme milestones and ensuring compliance with timelines and reporting requirements. 
  • Maintain and update programme databases, contact lists, and tracking tools (such as Monday.com) covering corporate partners, startups, challenges, and outcomes. 
  • Assist in the preparation and organisation of Digital Accelerator events, including challenge launch events, matchmaking sessions, pitch days, and programme showcases. 
  • Undertake any other tasks as may be assigned by the Technical Officer – EU-LAC Social and Digital Innovation and the Deputy Executive Director. 

Monitoring, Evaluation, and Reporting 

  • Track and report on key programme indicators, including the number of corporate partners engaged, challenges posted, startups cultivated, proposals submitted, and partnerships advanced, contributing to Caribbean Export’s reporting obligations under the EU-LAC Digital Accelerator. 
  • Assist in the preparation of regular progress reports and updates for internal and external stakeholders, including the European Commission, consortium partners, and Caribbean Export management. 

CORE & TECHNICAL COMPETENCIES 

  1. Corporate Innovation and Open Innovation: Understanding of corporate innovation models, open innovation frameworks, and challenge-based innovation, with the ability to engage corporate partners in designing and posting meaningful, well-structured innovation challenges. 
  1. Startup Ecosystem Knowledge: Familiarity with startup ecosystems in the Caribbean and/or LAC region, including the ability to identify, assess, and engage high-potential startups as solvers for corporate challenges.

  1. Digital Proficiency: Strong proficiency in Microsoft 365 and other digital collaboration tools, with the ability to leverage technology – including artificial intelligence tools – to support efficient programme delivery. 
  1. Adaptability: Capacity to manage multiple workstreams simultaneously in a dynamic, fast-paced environment, maintaining accuracy, attention to detail, and high standards of professionalism. 
  1. Multilingual Communication: Fluency in English and Spanish is required. Proficiency in French or Dutch is considered an asset. 

EDUCATION AND EXPERIENCE: 

  • Bachelor’s degree in business administration, entrepreneurship, innovation management, economics, technology, international development, communications, or a related field. 
  • A postgraduate qualification in a relevant field would be considered an asset. Experience with innovation ecosystems, accelerators, or corporate-startup collaboration models would be a strong advantage. 

EXPERIENCE: 

  • Minimum of four (year) years of relevant professional experience in startup ecosystem development, corporate innovation, business development, open innovation, or a closely related area. 
  • Demonstrated experience engaging with corporate partners or clients in a business development, account management, or programme delivery capacity. 
  • Experience working with startups, incubators, accelerators, or entrepreneur networks, including the ability to assess startup capability and support proposal or pitch development. 
  • Familiarity with innovation challenge models, open innovation platforms, or corporate venturing and startup collaboration frameworks is a strong asset. 
  • Experience working with CARIFORUM states and knowledge of the Caribbean and LAC regional development context is an asset. 
  • Prior experience within EU-funded or donor-funded programmes, or in an international development organisation, would be an advantage. 

Additional Requirements: 

  • Strong proficiency in business technology tools like Microsoft 365, Monday.com, digital media tools, social media tools for programme promotion and communications software. 
  • Ability to leverage artificial intelligence tools, like large language models (i.e. ChatGPT, Claude, Perplexity), to undertake tasks related to implementation. 
  • Ability to travel occasionally, as needed, for programme activities, corporate meetings, startup events, and missions within the Caribbean region.

Consultancy Opportunity: Development of the Social Innovation Guide to the Caribbean

Caribbean Export Development Agency is inviting qualified consultants (individuals, firms, or teams) to submit proposals for the development of the “Social Innovation Guide to the Caribbean”, under the EU-LAC Social Accelerator Programme, funded by the European Union through the Global Gateway Investment Agenda.

As the implementing partner for the EU-LAC Social Accelerator in the Caribbean, Caribbean Export is advancing efforts to strengthen social innovation ecosystems across the region. Through ongoing mapping and diagnostic work in Barbados, Jamaica, the Dominican Republic, and Trinidad and Tobago, the Agency is generating critical data on social innovation actors, ecosystems, and opportunities. This consultancy will transform that knowledge into a comprehensive, accessible, and practical regional guide.

The selected consultant will be responsible for producing a bilingual (English and Spanish), professionally designed publication that synthesises ecosystem data, profiles key actors and social innovation poles, and provides actionable guidance for both existing ecosystem stakeholders and aspiring social innovators. The Guide will serve as the first multi-country, systematised knowledge product of its kind in the Caribbean, supporting collaboration, knowledge-sharing, and inclusive development across the region.

Scope of the Assignment

The consultancy will include:

  • Reviewing and synthesising social innovation ecosystem data across four Caribbean countries
  • Developing regional and country-level profiles
  • Producing a practical “how-to” guide for social innovators
  • Coordinating stakeholder validation processes
