Consultancy: Technical Support for the Export of Haitian Products to the Dominican Republic

Caribbean Export is committed to supporting the development of export promotion strategies and technical assistance to better position Haitian products in the Dominican Republic market.

General objective
The objective of the consultancy is to develop export promotion strategies and provide technical support, for market entry and better position the products of selected Haitian companies in the Dominican market.

Specific objectives/results:

  1. Identify the potential of the exportable offer of the products of the selected Haitian companies on the Dominican market (pritorising the focus on the Haitian diaspora niche market ).
  2. Provide assistance and technical support for setting up the required regulations to comply with the Dominican Republic’s requirements in terms of licenses, standards and certification (administrative and sanitary) of the Haitian companies which are part of the project.
  3. Identify, promote, and organize working sessions with 5 Dominican distributors for each of the Haitian companies and guarantee at least one order for each exporting company.

Geographical area of intervention in the Dominican Republic:

  1. Northwest
  2. Southeast

The profile of the consultant(s) for this contract is as follows:

  • A minimum of five (5) years of work experience in the promotion of exports from Haiti and in the management of enterprises, particularly SMEs.
  • A minimum of five (5) years of experience in providing technical assistance to SMEs for the creation or administration of enterprises for export purposes.
  • A minimum of five (5) years of experience in export marketing for SMEs.
  • Ability to work at a high level of independence, capable of managing the day-to-day needs to achieve the objectives of this consultancy in relation to the export of Haitian premium products to the Dominican market.
  • In-depth knowledge of the Haitian SME environment and the Dominican market.
  • Able to serve as a link between Caribbean Export, CCIH and FEDOCAMRAS.
  • Excellent written and spoken French and Spanish.
  • Strong presentation skills.
  • Demonstrated experience in performing similar tasks.
  • General knowledge of the challenges faced by SMEs to be competitive/productive and to export.

All reports must be written in French and Spanish.

Data has shown that the global clothing and apparel market reached a value of nearly $758.4 billion in 2018, having grown at a compound annual growth rate of 7.5% since 2014, and is expected to grow at a rate of 11.8% to nearly $1,182.9 billion by 2022.

Expression of Interest to participate as EXHIBITOR at HUB Cámara Santo Domingo Santo Domingo, Dominican Republic

Caribbean Export Development Agency (Caribbean Export), under the Regional Private Sector Development Programme (RPSDP) funded by the 11th European Development Fund (EDF), will be assisting CARICOM exporters interested in participating in HUB Santo Domingo 2022. For this activity Caribbean Export will support the companies providing:

  • Exhibition space within the CE pavilion
  • Booth design and décor
  • Participation on the B2B meeting and conferences
  • One airline ticket (round trip) per company on economy class through the most direct and economic route to the Dominican Republic.

Participants will be responsible for their own accommodation, meals, ground transportation, shipping of samples and any other associated expenses to this intervention.

The application process will be guided by 2 phases:

Phase 1: Interested firms must submit an online Expression of Interest no later than 4:00 p.m. AST (DR time) on July 01st, 2022.

Phase 2: Shortlisted Applicants must complete Caribbean Export’s Diagnostic Tool Assessment. The 5th edition of HUB Cámara Santo Domingo will be held on September 6th – 8th, 2022 in Santo Domingo, Dominican Republic and is organized by the Chamber of Commerce of Santo Domingo in collaboration with the Dominican trade and investment promotion office (ProDominicana).

The hosting of the Forum will serve to:

  • Generate investment into priority sectors in the Caribbean;
  • Build partnerships with key business entities, that can be sustained over time;
  • Promote the Caribbean as a place for investment;
  • Showcase opportunities/areas for investment;
  • Showcase successful investment in the Caribbean;
  • Engage potential investors and financing institutions in discussing their interest and requirements for investing in the opportunities;
  • Pitch specific ventures to specific investors;
  • Increase the Caribbean’s insertion into the global business community through the creation of links with journals, newsletters and key influencers and networks in that society; and
  • Work towards attaining the sustainable development goals focused on no poverty, zero hunger, good health and well-being, decent work and economic growth, life on land and partnerships.

Consultant – Providing Technical Support Towards the Implementation of Caribbean Export’s Investment Promotion Portfolio of Projects

1. Relevant background

Caribbean Export was established in 1996 as the regional trade and investment promotion agency to serve 15 States of the Caribbean Forum (CARIFORUM), namely: Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Dominican Republic, Haiti, Grenada, Guyana, Jamaica, Saint Lucia, St. Kitts and Nevis, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago.

The Agency carries out numerous programme-based activities designed to enhance the competitiveness of regional small and medium-sized enterprises (SMEs), promote trade and development among the CARIFORUM, promote stronger trade and investment relations among CARIFORUM and the French Caribbean Outermost Regions (FCORs) and the EU Overseas Countries and Territories (OCTs) in the Caribbean, as well as promote stronger trade and investment cooperation between the Caribbean Community (CARICOM) and the Dominican Republic.

Under the 11th European Development Fund (EDF), Regional Private Sector Development Programme (RPSDP), which Caribbean Export is currently implementing, support has been offered to CARIFORUM States in a gamut of areas ranging from investment promotion to business advocacy. With each intervention, Caribbean Export aims to optimise the export potential of regional entrepreneurs, as well as highlight the investment potential of the Caribbean to the international community.

The specific purpose of this consultancy is to work directly with the Manager, Competitiveness and Export Promotion in the implementation of Caribbean Export’s programme of works focussed on Investment Promotion. The Consultant will be expected to provide technical support to ensure the successful implementation of projects under the management of the Manager, Competitiveness and Export Promotion. He/she will also be required to work with the team to implement other strategic initiatives under the 11th EDF Regional Private Sector Development Programme.

2. Overall Objective

To support the successful implementation of the investment promotion portfolio of projects identified or developed by Caribbean Export.

3. Commencement date and period of implementation of tasks

The consultant will be required to operate from the Head Office of the Caribbean Export Development Agency, Barbados, in accordance with its guidelines and procedures. The intended commencement date of this project is 01st July 2022.
