The Caribbean Export Development Agency (Caribbean Export) is implementing the “Trade and Private Sector Component” of the Haiti-Dominican Republic Binational Cooperation Program, under the 11th European Development Fund (EDF) of the European Union. The Haiti-Dominican Republic Value Chain Project is a component of this programme and focuses on improving the quality of goods produced in both countries and the competitiveness of enterprises, with special attention to the Cocoa/Chocolate; Essential Oils/Cosmetics; and Handicraft/Fashion/Accessories/Jewellery value chain.

A total of twenty-five (25) businesses in Haiti and the DR were identified, to be part of the Value Chain Project and an individual strategy/a detailed Action Plan was prepared for each, to improve its quality and international competitiveness, including possible collaborations with other international institutions.

Now that the programme is coming to an end, Caribbean Export wishes to highlight participating firms on the Caribbean Export blog and social media channels to raise awareness around the programme and its results and impact.

Target Groups

Beneficiary firms and institutions of the “Trade and Private Sector Component” of the 11th EDF Haiti-Dominican Republic Binational Cooperation Program, with special attention to the beneficiaries of the three value chains Cocoa/Chocolate; Essential Oils/Cosmetics; and Handicraft/Fashion/Accessories/Jewellery in Haiti.

Objective

The overall objective of the Consultancy is to contract the services of a creative content writer to develop engaging articles, in French, that feature Binational Programme beneficiaries for the Caribbean Export blog.

Specific Activities

A total of five (5) articles, 700-900 words each featuring the following beneficiaries:

Consultancy – Development of a Standardization Manual for the Production of Dominican Chacabanas, as Well as the Elaboration of a Digital Plotting of the Standardized Patterns

The governments of the Dominican Republic and Haiti as well as the European Union have entrusted the Caribbean Export Development Agency (Caribbean Export) with the implementation of the “Trade and Private Sector Component” of the Binational Cooperation Program between Haiti and the Dominican Republic under the 11th European Development Fund (EDF) FED /2018/399-379. This component seeks on one hand, to improve the general business and investment climate in Haiti and the Dominican Republic and, on the other hand, to enhance the international image and perception of the two countries.

The program has three (3) main objectives:

  1. To promote more balanced and formal trade exchanges between Haiti and the Dominican Republic.
  2. To improve the quality of goods produced in the two countries and the competitiveness of companies by paying particular attention to the following three (3) value chains: cocoa / chocolate; essential oils / cosmetics; and Handicraft/fashion/accessories/jewelry.
  3. To Consolidate institutional cooperation between Ministries dealing with trade affairs and Customs Administrations, as well as dialogue between the public and private sectors as well as within the private sector.

In view of the second objective, Caribbean Export will seek to develop and/or strengthen the binational value chain for handicrafts, fashion, accessories, and jewelry. To this end, the Agency will launch a call for the preparation of a standardization manual for the production of Dominican chabacanas (technical data sheet), as well as the preparation of a digital plot of the standardized patterns.

General objective:

– This manual and digital pattern will be instruments where the characteristics of the Dominican chabacanas and the manufacturing processes will be detailed. They will function as tools to provide the most relevant data on the production of chabacanas. They will contain summarized and useful information for the production and manufacturing processes of the chabacanas.

The profile of the consultant(s) for this contract is as follows 

  • Bachelor’s degree in industrial engineering, information technologies, digital economy, or related areas.
  • At least three (3) years of professional experience in the development and implementation in studies related to the project’s subject matter.
  • Experience in trade and private sector projects management, including APE;
  • Extensive knowledge of the Dominican Republic, knowledge of bi-national trade (Dominican Republic and Haiti), as well as the regional context of Caribbean Community (CARICOM), and trade flows in the Caribbean region;
  • Experience in the private sector will be an asset.

As part of the Strategy, eight (8) beneficiaries from the sector in Haiti and the DR were identified, (four (4) from each country), to be part of the Value Chain Project and an individual strategy/a detailed Action Plan was prepared for each, to improve its quality and international competitiveness, including possible collaborations with other international institutions.

For this reason, Caribbean Export started with the implementation of the individual strategies and action plans for the beneficiary companies of the Project.

This consultancy has been developed in response to an immediate need for the beneficiary company Savons Des Îles.

Objective

The overall objective of the Consultancy is to support the company Savons Des Îles with the elaboration of an adequate business plan and a Standard Operating Procedures (SOPs) for the company.

Consultancy-Project Packaging and Lead Generation Consultancy for Binational Joint Investment Promotion Project

Caribbean Export was commissioned by the Governments of the Dominican Republic, Haiti and the European Union to implement the “Trade and Private Sector Component” of the Haiti-Dominican Republic Binational Cooperation Program, under the eleventh (11th) European Development Fund (EDF) FED/2018/399-379. The general objective of this Program is “Strengthen economic and trade cooperation between Haiti and the Dominican Republic in a sustainable manner, supporting initiatives that can reduce current imbalances in the long term and reduce poverty levels.”

The Program has three (3) main objectives:

  • The promotion of a more balanced and formal trade between Haiti and the Dominican Republic;
  • The quality of the goods produced in both countries and greater competitiveness of the companies, with a particular focus on three (3) value chains: Cocoa/Chocolate; Essential Oils/Cosmetics; Crafts/Fashion/Accessories/Jewellery;
  • Strengthening of institutional cooperation between the Ministries in charge of issues related to trade and Customs Administrations, as well as public-private and private-private dialogue.

Under the Subcomponent “Quality and Private Sector Development”, the Agency will support the Investment Promotion Agencies of Haiti and the Dominican Republic to strength their capacity to attract investment with particular attention to the border region.

Consequently, the following consultancy seeks to hire the services of a consultant or a firm to develop a project packaging and lead generation strategy for Haiti and the Dominican Republic.

Overall Objective

The overall objective of the Consultancy is to develop an investment package that will be used to secure capitalization from foreign investors in the joint investment promotion project that was developed under the Trade and Private Sector Component of the 11th EDF Haiti-DR Binational Programme by each country’s investment promotion agency. Accompanying this project packaging directive, the Consultant must also develop a lead generation strategy to be implemented by the investment promotion agencies of Haiti (Centre de Facilitation des Investissements – CFI) and the Dominican Republic (ProDominicana). This strategy will take into consideration the joint investment project developed within the framework of the Binational Programme, the creation of border-zones industrial parks (B-ZIPs).

Workshop Presentation of the Haiti-Dominican Republic Binational Jewelry Collection

To this end, the Agency will organize a jewelry workshop to present a binational collection. “Symbiosis”, the name of the collection which, according to its definition, represents: “an intimate association born from the encounter of two parties for mutual benefit”, will be an innovative platform that will seek interaction between artists and artisans from different countries.

General Objective

This consultancy is seeking an event manager to develop the last part of the bi-national cooperation program to support the handicraft value chain, with the launching of a bi-national jewelry collection designed and produced by Haitian and Dominican artisans.
The consultant will also be in charge of the planning, design and execution of different jewelry workshops in order to present this binational collection.

The profile of the consultant(s) for this contract is as follows

  • Ability to work in the organization of events that must be verifiable from previous experience.
  • Must be proficient in the use of office software tools.
  • Good knowledge of the environment and the handicraft ecosystem in Haiti and the Dominican Republic.
  • Good knowledge of the Caribbean trade and development environment in particular the export challenges faced by companies in the region.
  • Be fully available during the execution of the contract.
  • Excellent presentation and communication skills (oral and written).
  • Very good knowledge of Spanish, French and/or English would be an asset.
  • Candidates must be nationals of an ACP (Africa, Caribbean, Pacific) or EU country or represent a company based in one of these countries.

Objective

The objective of this technical assistance for the company Laboratorio Capilo Español S.R.L. seeks to ensure that said company complies with the ISO / IEC 22716 standard of good manufacturing practices for the cosmetics industry, provided by the International Organization for Standardization (ISO) and therefore can obtain a certification.

The specific objectives are among others:

  • Support the company Laboratorio Capilo Español S.R.L. in all activities required to be certified according to ISO/IEC 22716.
  • Design of the implementation of the ISO/IEC 22716 standard at Laboratorio Capilo Español S.R.L.
  • Carry out pre-certification audits.
  • Identify in the pre-certification audit all the non-conformities with respect to the ISO/IEC 22716 standard to identify the aspects to improve and strengthen, so that the company approves the certification audit.
  • Review of existing documentation and its organization.
  • Training the staff of the company to comply with the standard. At least fifty (50) participants from the Capilo Español network.

Consultancy: Technical Assistance for the Redesign of the packaging of Xocolat

Under the 11th EDF bi-national Programme, Caribbean Export along with its bi-national partners has decided to pursue the development of a Binational Value Chain Strategy for the Cocoa/Chocolate sector in Haiti and the Dominican Republic, in order to maximize the potential export from both countries.
As part of the Strategy, ten (10) beneficiaries from the cocoa sector in Haiti and the DR were identified, (five (5) from each country), to be part of the Value Chain Project and an individual strategy/a detailed Action Plan was prepared for each, to improve its quality and international competitiveness, including possible collaborations with other international institutions.

In August 2020, Caribbean Export started with the implementation of the individual strategies and action plans for the beneficiary companies of the Project. Therefore, this consultancy is part of the activities agreed with the company Xocolat, in the letter of agreement that was signed with Caribbean Export, in response to the immediate need of the company.

Objective

The objective of this consultancy is to give continuity to the Xocolat brand as a leader in innovation in the Dominican chocolate industry, in order to sustainably improve the image of the brand and present products under the best international standards.

Specific objectives

• Redesign of all bonbon and chocolate packaging of the Xocolat brand.

Grant Proposal Writing Course | ACP EU Grants for Arts & Culture

This call for applications is launched in the framework of Transcultura: Integrating Cuba, the Caribbean and the European Union through Culture and Creativity, a four-year Programme implemented by the UNESCO Regional Office for Culture in Latin America and the Caribbean and with the support of the European Union.

The overall purpose of the Programme is to deepen cultural integration in the Caribbean and strengthen people-to-people cooperation and exchange in the region and with the European Union. One of the main outputs focuses on building capacity for the development of new cultural projects, self-employment and start-up/scaling up activities. In this context, beneficiaries will be provided with training on preparing effective project proposals for applications to international grants and sub-granting mechanisms.
